Adperma Private Ltd, a subsidiary of Haldia Petrochemicals Ltd (HPL), is expected to commence commercial production at its ₹6,000-crore phenol-acetone complex in Haldia by the end of December 2026. The project marks a significant development for West Bengal's industrial sector and is expected to strengthen India's domestic manufacturing capacity for two important industrial chemicals.

The facility will have an annual design capacity of 3.45 lakh tonnes of phenol and 2.15 lakh tonnes of acetone, taking the combined production capacity to 5.60 lakh tonnes. Once operational, the complex is expected to play an important role in meeting domestic demand and reducing India's dependence on imported phenol and acetone.

Haldia Project to Strengthen Domestic Chemical Manufacturing

India currently imports an estimated 2.5–3 lakh tonnes of phenol and around 2 lakh tonnes of acetone every year to meet domestic requirements. The commissioning of Adperma's Haldia facility is expected to improve domestic availability of these chemicals and support the country's broader import-substitution efforts.

Phenol and acetone are important raw materials used across several industries, including pharmaceuticals, chemicals, plastics, paints, adhesives and other industrial applications. Increased domestic production could therefore support a wider range of downstream manufacturing activities.

Haldia Petrochemicals to Supply Key Raw Materials

The complex will benefit from its integration with Haldia Petrochemicals' existing operations. HPL is expected to supply the entire propylene requirement of the facility, along with approximately 60% of its benzene requirement.

This integration is expected to strengthen the project's supply chain and provide access to critical feedstock required for phenol and acetone production.

Adperma has also indicated that it is targeting full design capacity within approximately three months of commencing commercial operations, reflecting its ambition to scale up production relatively quickly after startup.

Future Expansion Opportunities in Downstream Chemicals

Beyond phenol and acetone production, the project could open up opportunities for further downstream investments in Haldia. Products such as bisphenol-A (BPA) and polycarbonate are among the potential areas being considered for future development.

However, these downstream opportunities would require additional investments, and no final expansion decision has been indicated so far.

With an investment of ₹6,000 crore, Adperma's phenol-acetone complex represents a major addition to Haldia's industrial infrastructure. Its commissioning could strengthen West Bengal's position in India's petrochemical and chemical manufacturing landscape while supporting domestic supply chains and reducing reliance on imports.
