West Bengal Prepares New Industrial Policy to Boost Investment and Manufacturing
West Bengal is preparing to introduce a new industrial policy on November 5, with a focus on attracting investments, strengthening manufacturing and improving the state's industrial ecosystem. The proposed policy is expected to address key concerns raised by industry representatives, including land availability, infrastructure, natural gas access, faster approvals and financial incentives.
One of the major areas under consideration is reforming the existing land regulations to make land more accessible for industrial development. The state government is considering changes to provisions of the Urban Land Ceiling Act and the West Bengal Land Reforms Act to facilitate industrial land acquisition and allotment.
Under Section 14-Y of the Land Reforms Act, companies currently require government clearance to purchase more than 75 bighas of land, equivalent to approximately 24 acres. The urban vacant-land ceiling is currently set at 7.5 kottahs. Proposed changes could help address land-related challenges faced by businesses looking to establish or expand their operations in the state.
Industry Seeks Better Infrastructure and Policy Support
Industry representatives have also highlighted the need to recognise natural gas as an important driver of industrial growth. Improved access to natural gas could support manufacturing units and encourage investments in sectors that depend on reliable energy infrastructure.
The food-processing sector is another area receiving attention. Industry leaders have called for power concessions for food-processing units and the development of plug-and-play food parks to provide businesses with ready-to-use infrastructure and reduce the time required to begin operations.
Other recommendations include faster industrial clearances, reforms in land allotment procedures, interest subsidies, reimbursement of State Goods and Services Tax (SGST) and support for Employees' Provident Fund (EPF) contributions.
The industry has also emphasised the importance of strengthening logistics infrastructure and developing industry-linked skill programmes to ensure that the state's workforce is equipped to meet the requirements of growing businesses.
New Industrial Policy Could Strengthen Bengal's Investment Climate
The proposed industrial policy could mark an important step towards improving West Bengal's competitiveness as an investment destination. Easier access to industrial land, better energy infrastructure and targeted financial incentives could encourage businesses to establish new facilities and expand existing operations.
The emphasis on food processing, manufacturing, logistics and skill development could also create opportunities across multiple sectors while supporting employment generation.
As West Bengal prepares to unveil its new industrial policy on November 5, its implementation and the government's response to industry demands will be important factors in determining its impact on the state's industrial growth and investment prospects.
For Bengal, the larger objective is to create a more business-friendly environment that encourages fresh investments, strengthens existing industries and generates long-term employment opportunities.
