West Bengal is set to receive a major boost to its petrochemical and chemical manufacturing ecosystem with a ₹6,000 crore investment at Haldia by Haldia Petrochemicals (HPL).

HPL’s phenol and acetone complex, scheduled for inauguration on October 14, is being developed through its subsidiary Adplus Polymers & Chemicals. The project is expected to significantly expand Haldia’s capabilities in higher-value chemical manufacturing and strengthen its position as one of Bengal’s key industrial hubs.

India’s Largest Phenol Production Unit

A key highlight of the project will be India’s largest phenol production unit. Phenol is an important industrial chemical used across several sectors, including pharmaceuticals, plastics, resins, paints and other downstream applications.

The complex will also include a major acetone production facility, creating additional opportunities for industries operating across the chemical value chain.

India’s First On-Purpose Propylene Plant

The project will also feature India’s first on-purpose propylene plant based on Olefin Conversion Technology.

Propylene is a critical building block for the petrochemical industry and is used to manufacture a wide range of products, including polypropylene, synthetic materials and various chemical intermediates.

The addition of this technology is expected to enhance the depth and sophistication of Haldia’s petrochemical ecosystem.

Strengthening Haldia’s Petrochemical Ecosystem

HPL has positioned the project as an important step towards becoming India’s first integrated player in the phenolics value chain.

The ₹6,000 crore investment could also support the growth of downstream chemical industries around Haldia, potentially encouraging new manufacturing units, suppliers and ancillary businesses to establish operations in the region.

For West Bengal, the project represents another significant investment in higher-value manufacturing and strengthens Haldia’s role in the state’s broader industrial development strategy.

With its established petrochemical base, port connectivity and growing industrial ecosystem, Haldia is emerging as an increasingly important destination for large-scale chemical and manufacturing investments.

The new phenol and acetone complex is expected to further strengthen this position and create fresh opportunities across Bengal’s industrial value chain.
