The Union Government has approved ₹430.68 crore in dredging assistance for Syama Prasad Mookerjee Port Authority (SMPA), supporting the maintenance of navigational channels along the Hooghly River that serve Kolkata Dock System and Haldia Dock Complex.

The funding is aimed at ensuring safe vessel movement along two critical stretches of the river, where persistent siltation makes regular dredging essential for maintaining navigable depths and supporting maritime operations.

Dredging Support for Kolkata and Haldia Ports

The approved assistance will support dredging along the 232-km navigational channel serving Kolkata Dock System and the 125-km stretch connected to Haldia Dock Complex.

The Hooghly River's changing sediment levels create recurring challenges for navigation. Regular dredging helps maintain the required channel depth, enabling vessels to access port facilities and supporting the movement of cargo through these key maritime gateways in West Bengal.

Kolkata Dock System and Haldia Dock Complex are important components of Syama Prasad Mookerjee Port, which serves trade and industrial activity across eastern India. Maintaining their navigational channels is essential for the port's operational efficiency and its ability to handle maritime traffic.

Central Government Assistance to Decline Gradually

While the latest approval provides financial support for dredging, the Centre's contribution towards these expenses has been progressively reduced over the years.

The Union Government historically covered 100% of the dredging costs. However, its contribution had fallen to 61% by FY2024. The share is scheduled to decline further from 58% in FY2024-25 to 40% in FY2030-31.

After FY2030-31, the port authority will be required to finance dredging entirely through its internal resources, marking a gradual shift towards greater financial self-reliance.

This transition places greater emphasis on improving operational efficiency, increasing revenue generation and managing expenditure as the port prepares to shoulder the full cost of maintaining its navigational channels.

Dredging Assistance to Be Linked to Performance Targets

From FY2026-27, the disbursement of central dredging assistance will be linked to the achievement of specified performance targets.

These include progress in public-private partnership (PPP) cargo handling, berth mechanisation, traffic growth and net surplus before tax, excluding the dredging subsidy.

The performance-linked approach is intended to encourage improvements in cargo handling capacity, operational productivity and financial performance. It also connects government support with the port authority's progress towards more efficient and commercially sustainable operations.

Importance for West Bengal's Maritime Infrastructure

Reliable navigational access to Kolkata Dock System and Haldia Dock Complex is important for the movement of goods through West Bengal's port infrastructure. Maintaining adequate channel depth helps reduce navigation constraints caused by siltation and supports the continuity of maritime operations.

The ₹430.68 crore approval provides financial assistance for this essential maintenance while the gradual reduction in central funding signals a longer-term shift in how dredging expenses will be managed.

For Syama Prasad Mookerjee Port Authority, the challenge will be to maintain navigational channels while meeting performance targets and preparing to finance future dredging requirements through its own resources.

The development highlights the continuing importance of dredging, operational modernisation and financial sustainability in strengthening Kolkata and Haldia's role in India's maritime and logistics network.
