West Bengal Investment Promotion Policy 2026 Offers Up to 120% Investment Incentives
West Bengal has introduced its Investment Promotion Policy 2026, offering a wide range of financial incentives and employment-linked benefits to attract fresh investments and strengthen the state's industrial ecosystem. The policy aims to improve the state's investment competitiveness while encouraging industrial expansion, job creation and infrastructure development.
One of the key highlights is investment-linked assistance of up to 120% of eligible plant and machinery investment for industrial units.
Investment Incentives of Up to 120%
Under the new policy, eligible industrial units will receive incentives based on their location and sector of operation.
The assistance structure is as follows:
- 100% assistance for regular industrial units.
- 110% assistance for units operating in thrust sectors or located in priority areas.
- 120% assistance for thrust-sector projects established in priority areas.
The incentive package also includes SGST-linked assistance, electricity duty reimbursement for five years, stamp duty relief, research and development support, and interest assistance on loans for MSMEs.
The policy covers several sectors, including manufacturing, information technology, healthcare, tourism, financial services and education. Strategic and mega investment projects may also receive tailor-made incentive packages.
Employment Generation and EPF Support
Employment generation is a major focus of the Investment Promotion Policy 2026, with additional incentives linked to workforce participation.
Under the provisions, MSMEs will receive 100% reimbursement of employers' EPF contributions for women and transgender employees for a period of 10 years. For male employees, the reimbursement will be 50%.
Large industrial units will be eligible for 50% reimbursement of employers' EPF contributions for five years, subject to generating at least 200 jobs in priority areas or 400 jobs in other locations.
These measures are aimed at encouraging industrial employment while promoting greater workforce participation.
Single-Window Clearances and Ease of Doing Business
The policy also seeks to simplify investment approvals through a single-window portal and introduce defined timelines for processing applications.
Key timelines include:
- Certificates of Intent within 30 days.
- Eligibility certificates within 45 days of commencement of production.
- Incentive payments within 30 days of sanction.
The state has also proposed the development of industrial land banks to improve access to land for incoming projects.
Additionally, renewable energy open-access surcharges will be waived until March 2030, providing further support to businesses looking to adopt renewable energy.
West Bengal's Push to Attract Fresh Investments
With investment-linked incentives, employment support and simplified approval mechanisms, West Bengal's Investment Promotion Policy 2026 seeks to create a more favourable environment for businesses across multiple sectors.
The combination of financial assistance, industrial infrastructure support and time-bound clearances is expected to strengthen the state's efforts to attract new projects, encourage existing industries to expand and generate employment opportunities.
The policy represents another step in West Bengal's efforts to position itself as a competitive destination for industrial and business investments.
